Key Responsibilities
- Verify the accuracy, completeness, and authenticity of recruitment, appointment, promotion, transfer, confirmation, and employee establishment records before official processing.
- Maintain confidential personnel files and ensure employee records remain accurate, updated, secure, and easily retrievable.
- Process documentation relating to appointments, confirmations, redesignations, promotions, deployments, transfers, resignations, retirements, and separations from service.
- Prepare human resource documentation for review by the Ministerial Human Resource Management Advisory Committee.
- Coordinate committee schedules, compile agenda papers, and organize supporting documents for committee deliberations.
- Assist in implementing resolutions approved by the Human Resource Management Advisory Committee while monitoring compliance timelines.
- Monitor staff establishment positions and complement control to ensure approved staffing levels are maintained.
- Support workforce planning activities through collection, analysis, and reporting of staffing information.
- Maintain accurate human resource databases and electronic personnel information systems.
- Generate periodic human resource reports for departmental management and decision-making purposes.
- Ensure compliance with public service regulations, employment legislation, government circulars, and institutional HR policies.
- Participate in recruitment administration including shortlisting support, interview logistics, and preparation of recruitment documentation.
- Monitor employee movement records and update official personnel registers accordingly.
- Assist in verifying employee qualifications, professional memberships, and employment documentation.
- Provide guidance to employees regarding human resource procedures, policies, and administrative requirements.
- Support induction and orientation activities for newly appointed staff members.
- Coordinate preparation of employee confirmation and probation documentation.
- Assist in processing leave administration records and maintaining leave databases.
- Prepare correspondence relating to personnel matters with accuracy and professionalism.
- Liaise with departmental supervisors on employee establishment and staffing requirements.
- Support implementation of employee performance management initiatives.
- Participate in human resource audits and compliance assessments.
- Maintain confidentiality while handling sensitive employee information.
- Supervise clerical personnel within the assigned division or section and allocate daily assignments.
- Review work completed by support staff to ensure quality, consistency, and compliance with organizational standards.
- Promote proper records management practices throughout the department.
- Support implementation of organizational change initiatives affecting employees.
- Assist in resolving routine human resource administrative issues professionally and promptly.
- Prepare statistical reports and workforce summaries for management review.
- Participate in continuous improvement initiatives designed to strengthen human resource service delivery.
- Perform additional human resource management duties assigned by authorized supervisors in support of organizational objectives.
Qualifications & Requirements
- Applicants should possess a bachelor's degree in social sciences from a recognized university together with Part I of the Certified Public Secretary (CPS) qualification or a Diploma in Human Resource Management, Human Resource Development, Personnel Management, or Industrial Relations from a recognized institution. Candidates must hold valid Membership of the Institute of Human Resource Management (IHRM) and maintain good professional standing.
