Responsibilities for Deputy Director, Legal Services in Kenya

  • Provide strategic leadership and overall supervision of the Legal Services Directorate within NDMA.
  • Advise the Board of Directors, Chief Executive Officer, and senior management on all legal, regulatory, and governance matters affecting the Authority.
  • Ensure full institutional compliance with the Constitution of Kenya, NDMA Act, subsidiary legislation, and all applicable statutory requirements.
  • Oversee the drafting, review, negotiation, and vetting of contracts, memoranda of understanding, service agreements, leases, and procurement-related legal instruments.
  • Conduct comprehensive legal risk assessments and legal audits to ensure NDMA operations align with regulatory frameworks and governance standards.
  • Represent NDMA in complex legal proceedings, including court cases, arbitrations, tribunals, and public inquiries, while supervising external legal counsel.
  • Develop and implement legal policies, compliance frameworks, and internal governance procedures to mitigate institutional exposure to legal risks.
  • Monitor, manage, and report on all ongoing litigation cases involving the Authority, ensuring timely resolution and protection of institutional interests.
  • Provide legal interpretation and advisory services on internal policies, administrative procedures, and operational decisions across all departments.
  • Lead the development and implementation of Alternative Dispute Resolution (ADR) mechanisms within the Authority.
  • Facilitate legal capacity building and training programs for staff on compliance, governance, and regulatory obligations.
  • Support the Board Secretariat function by preparing agendas, reviewing board papers, maintaining minutes, and ensuring statutory governance compliance.
  • Oversee board governance processes including induction programs, performance evaluations, and board development initiatives.
  • Maintain custody of legal records including contracts, titles, seals, minutes, and other statutory documents.
  • Ensure proper registration, protection, and management of all NDMA assets, particularly land and property documentation.
  • Maintain and update registers related to conflicts of interest, legal obligations, and compliance tracking.
  • Liaise with the Attorney General, Parliament, and other government agencies on legal reforms affecting NDMA operations.
  • Ensure continuous monitoring and evaluation of governance systems to enhance accountability and transparency within the Authority.
