The Kenya Medical Supplies Authority (KEMSA) is a State Corporation established under an Act of Parliament with the mandate to procure, warehouse, and distribute drugs and medical supplies for public health programs, national referral hospitals, and the strategic stock reserve. As part of its commitment to strengthening institutional capacity and enhancing service delivery, KEMSA seeks to recruit a highly competent, experienced, and results-driven professional to fill the position of Assistant Director, Accounts. The Assistant Director, Accounts will play a critical leadership role within the Finance Department and will report directly to the Director, Finance and Accounts. The position is responsible for providing strategic direction, coordination, and oversight in the management of accounting functions across the Authority. This includes ensuring strict compliance with statutory requirements, public sector financial regulations, and established accounting standards, while maintaining robust internal control systems that safeguard organizational assets. Responsibilities for Assistant Director, Accounts in Kenya
- The Assistant Director, Accounts at the Kenya Medical Supplies Authority will be responsible for providing strategic leadership, coordination, and oversight in the execution of accounting functions within the Authority. The role entails developing, implementing, and continuously reviewing accounting policies, strategies, frameworks, and procedures to ensure full compliance with statutory, regulatory, and public sector financial management requirements. The officer will interpret and operationalize financial policies to ensure adherence to sound accounting principles and best practices, including effective management of statutory deductions such as PAYE, VAT, and other government obligations.
- A key responsibility will be to establish, strengthen, and maintain robust internal control systems designed to safeguard the Authority’s financial resources and ensure accountability in all financial transactions. The Assistant Director will oversee the reconciliation of financial records, including creditors’ ledgers, general ledger accounts, and cashbooks, ensuring accuracy, completeness, and compliance with established financial regulations and reporting standards.
- The role also involves overseeing revenue management processes by ensuring timely and accurate posting of receipts, monitoring cash flows, and maintaining proper financial records. The officer will coordinate the preparation and verification of payment vouchers, cheque books, and cashbook entries, ensuring that all payments and receipts are processed in accordance with government circulars, accounting policies, and applicable regulations.
- Additionally, the Assistant Director will be responsible for managing debtor accounts, tracking outstanding balances, and implementing measures to ensure timely collection of revenues. The position requires responding promptly to audit queries, facilitating both internal and external audits, and ensuring the timely preparation and submission of accurate financial reports. The officer will also ensure compliance with tax regulations by overseeing the filing of monthly statutory returns and other regulatory requirements.
- Furthermore, the role includes identifying potential financial risks and recommending appropriate mitigation strategies, developing and implementing business continuity plans, and spearheading business process re-engineering initiatives to enhance operational efficiency. The Assistant Director will also mentor and coach staff, promote teamwork, and foster a culture of integrity, accountability, and ethical practices.
