Job Description

This position offers an opportunity for a highly experienced engineering professional to provide strategic leadership within a public utility organization responsible for delivering essential water supply and sanitation services. The role is central to ensuring reliable infrastructure performance, sustainable resource management, and continuous improvement of service delivery systems. The General Manager-Engineering & Strategy will oversee the planning, development, operation, and optimization of water and wastewater infrastructure systems. The role requires a strong balance between strategic leadership and technical expertise, ensuring that engineering operations align with organizational goals, regulatory requirements, and long-term development plans. The successful candidate will be responsible for strengthening system reliability across water production, treatment, distribution, and wastewater management networks. This includes evaluating existing infrastructure, identifying performance gaps, and implementing engineering solutions that enhance efficiency, reduce operational losses, and improve service continuity. The position also plays a key role in guiding capital development programs, infrastructure rehabilitation initiatives, and technical modernization projects. The incumbent will coordinate closely with internal departments, external consultants, contractors, and regulatory agencies to ensure that all engineering works are executed effectively, safely, and within approved budgets and timelines. A major focus of the role is ensuring operational resilience of engineering systems through effective maintenance planning, rapid fault response mechanisms, and continuous asset performance monitoring. The role further supports data-driven decision-making through regular analysis of technical performance indicators and implementation of corrective improvement measures. In addition, the position contributes to executive and board-level decision-making by providing expert technical input on engineering policies, infrastructure investment planning, procurement strategies, and risk management frameworks. The role requires preparation of clear and accurate technical reports that support governance and strategic planning processes. This position is instrumental in driving innovation within water infrastructure systems, promoting efficient resource utilization, and supporting sustainable environmental practices. It requires a leader capable of operating in a complex regulatory environment while ensuring high standards of integrity, accountability, and operational excellence.

Key Responsibilities

  • Provide overall leadership for engineering and technical operations across the organization
  • Translate strategic infrastructure objectives into actionable engineering programs
  • Oversee design, development, operation, and maintenance of water and wastewater systems
  • Lead expansion and modernization of water distribution and sanitation infrastructure
  • Manage planning, execution, and monitoring of capital infrastructure projects
  • Ensure optimal performance of treatment plants, pipelines, and pumping systems
  • Develop strategies to reduce Non-Revenue Water (NRW) and system inefficiencies
  • Monitor compliance with water quality, safety, and environmental standards
  • Supervise technical evaluation of contractors, consultants, and service providers
  • Strengthen preventive and corrective maintenance frameworks across all assets
  • Ensure engineering activities comply with regulatory, safety, and operational standards
  • Support budgeting, forecasting, and financial planning for engineering programs
  • Conduct risk assessments and implement infrastructure mitigation strategies
  • Oversee technical audits and ensure implementation of improvement recommendations
  • Promote adoption of modern engineering technologies and ICT-based solutions
  • Coordinate engineering project delivery timelines and performance targets
  • Provide technical input into procurement and capital asset acquisition processes
  • Manage performance of engineering teams and external technical partners
  • Strengthen emergency response systems for infrastructure failures and disruptions
  • Ensure accurate reporting, documentation, and record-keeping of engineering activities
  • Promote sustainable water resource management and environmental conservation
  • Collaborate with regulators and stakeholders to ensure full compliance
  • Support staff training, mentorship, and capacity-building initiatives
  • Oversee infrastructure expansion aligned with demand growth and urban development
  • Drive continuous improvement of engineering systems and operational efficiency

Qualifications & Requirements

  • Bachelor
  • Master
  • Registered Engineer with EBK, IEK, or equivalent professional body
  • Valid and active professional standing in good regulatory compliance
  • Certificate in computer applications or equivalent digital literacy
  • Strong executive leadership in engineering and infrastructure management
  • Expertise in water supply and wastewater systems design and operations
  • Advanced project planning, execution, and performance monitoring capability
  • Strong understanding of regulatory compliance frameworks
