Responsibilities for County Chief Officer, Education in Kenya

• Provide overall leadership, coordination, and administration of the Education and Technical Training Department in line with county and national education policies.
• Serve as the authorized and accounting officer responsible for prudent, transparent, and accountable management of departmental resources.
• Formulate, implement, and review education strategic plans, ECDE policies, and technical training development programs aligned with Vision 2030 and CIDP.
• Oversee the development, management, and improvement of ECDE centers, youth polytechnics, and vocational training institutions.
• Ensure effective implementation of education programs, policies, and reforms including Competency-Based Curriculum (CBC).
• Coordinate preparation and execution of annual work plans, budgets, procurement plans, and performance contracts for the department.
• Ensure equitable access to quality education and training services across all sub-counties.
• Monitor and evaluate education programs and projects to ensure efficiency, effectiveness, and impact.
• Ensure compliance with the Constitution of Kenya, especially Articles 10 and 232 on national values and principles of governance.
• Promote accountability, transparency, integrity, and ethical conduct in all departmental operations.
• Oversee financial management including budgeting, expenditure control, and audit compliance.
• Facilitate recruitment, deployment, and capacity building of ECDE teachers and vocational training instructors.
• Strengthen collaboration with national government agencies such as the Ministry of Education, TSC, and KNEC.
• Coordinate development and maintenance of education infrastructure including classrooms, workshops, and training facilities.
• Promote integration of ICT and digital learning tools in education and training systems.
• Ensure timely preparation and submission of statutory, financial, and performance reports.
• Implement risk management frameworks to safeguard education infrastructure and resources.
• Enhance partnerships with development partners, NGOs, and private sector stakeholders in education development.
• Promote technical and vocational education and training (TVET) to enhance youth employability and entrepreneurship.
• Oversee implementation of school feeding programs and learner welfare initiatives where applicable.
• Ensure compliance with education standards, safety regulations, and institutional governance frameworks.
• Facilitate community engagement and public participation in education planning and development.
• Strengthen monitoring systems to improve learning outcomes and institutional performance.
• Handle any other duties as may be assigned by the County Executive Committee Member.
