Responsibilities for County Chief Officer, Economic Planning in Kenya

• Provide overall leadership and administration of the Department of Finance and Economic Planning, ensuring efficient and effective service delivery.
• Serve as the authorized and accounting officer responsible for prudent financial management and compliance with public finance regulations.
• Lead the formulation, implementation, and review of county economic policies, strategic plans, and sector development frameworks.
• Coordinate the preparation of annual development plans, budgets, and medium-term expenditure frameworks in line with county priorities.

• Ensure compliance with statutory requirements, regulations, and governance frameworks, including Articles 10 and 232 of the Constitution of Kenya.

• Strengthen institutional capacity through staff development, performance management, and effective resource utilization.

• Provide advisory support to the County Executive Committee on economic planning, fiscal policies, and investment decisions.
• Ensure effective implementation of Public Finance Management (PFM) systems and adherence to budgetary controls.
• Lead risk management initiatives within the department to identify, assess, and mitigate financial and operational risks.
• Promote the adoption of technology and innovation in planning, budgeting, and reporting processes.
• Oversee preparation of County Integrated Development Plans (CIDPs) and ensure alignment with national priorities.
• Strengthen public participation frameworks to enhance citizen engagement in planning and budgeting processes.
• Supervise procurement planning in line with approved budgets and procurement regulations.
• Ensure proper management, utilization, and safeguarding of county assets and resources.
• Build and maintain strategic relationships with investors to promote trade and economic development.
• Coordinate capacity-building programs to enhance staff competencies and productivity.
• Ensure compliance with audit requirements and timely implementation of audit recommendations.
