Responsibilities for Assistant Director Finance in Kenya

• Responsible for providing strategic leadership and oversight in financial planning, budgeting, and resource mobilization within the Authority. The role entails implementing financial policies, strategies, frameworks, and regulatory guidelines to ensure efficient financial management and full compliance with statutory and public sector financial requirements.
• The officer will lead the preparation and implementation of the Authority’s annual budgets and work plans, ensuring that financial resources are aligned with organizational priorities and strategic objectives. This includes coordinating the development of the Medium-Term Expenditure Framework (MTEF) budget, prioritizing projects and programs, and ensuring effective allocation of funds to support critical operations and service delivery.
• A key responsibility of the role involves establishing and enforcing budgetary controls to ensure prudent use of resources. The Assistant Director will monitor expenditures, conduct periodic financial reviews, and prepare forecasts to guide management in decision-making. The officer will also analyze financial performance and recommend corrective actions where necessary to improve efficiency and financial sustainability.
• The role further requires overseeing the preparation of financial forecasting and planning reports, ensuring accuracy, reliability, and timeliness of financial data. The Assistant Director will coordinate the preparation of quarterly and annual management reports, as well as statutory financial reports in compliance with government regulations and accounting standards.
• In addition, the officer will ensure that sound financial and accounting principles are applied consistently across all financial transactions. This includes verifying the accuracy of revenue entries, ensuring proper documentation, and maintaining transparency in financial operations. The Assistant Director will also oversee revenue management processes to ensure proper recording, monitoring, and reporting of income.
• The position involves responding to audit queries and facilitating both internal and external audit processes by providing accurate information and implementing audit recommendations. The officer will also maintain a comprehensive risk management register, identify potential financial risks, and recommend appropriate mitigation strategies to safeguard the Authority’s financial resources.
• Furthermore, the Assistant Director will play a key role in strengthening internal financial systems and processes, including driving continuous improvement initiatives and enhancing operational efficiency.
