Responsibilities for MEMBER OF THE BOARD in Kenya
- The Member of the County Public Service Board shall collectively and individually contribute to the fulfillment of the Board’s constitutional and statutory mandate through the following duties and responsibilities:
- Establish and Abolish Offices: Participate in establishing, reviewing, and abolishing offices within the County Public Service to ensure optimal organizational structures aligned with county development priorities and service delivery needs.
- Appointments and Confirmations: Oversee the appointment of qualified individuals to hold or act in offices within the County Public Service, including appointments to Boards of cities and urban areas within the county, and confirm such appointments in accordance with relevant laws and regulations.
- Recruitment Oversight: Ensure recruitment processes are transparent, competitive, merit-based, and compliant with constitutional principles of equality, inclusivity, and non-discrimination.
- Disciplinary Control: Exercise disciplinary control over persons holding or acting in public service positions and ensure due process is followed in cases of misconduct, inefficiency, or violation of public service codes of conduct.
- Removal from Office: Participate in lawful and procedural removal of officers from service where necessary, ensuring fairness and adherence to applicable labor and public service laws.
- Reporting to County Assembly: Prepare and submit regular statutory and performance reports to the County Assembly detailing execution of the Board’s mandate and functions.
- Promotion of Public Service Values: Promote and safeguard public service values and principles including integrity, transparency, accountability, professionalism, equity, and responsiveness.
- Compliance Evaluation: Evaluate and report to the County Assembly on the extent to which public service values and principles are complied with across county departments.
- Human Resource Planning: Facilitate the development of integrated and coherent human resource planning frameworks and budgeting for personnel emoluments within the county government.
- Advisory Role on HR Management: Advise the County Government on human resource management, organizational development, succession planning, and capacity-building initiatives.
- Performance Management Systems: Advise on implementation and monitoring of the national performance management system at the county level to enhance productivity and service delivery.
- Remuneration Recommendations: Make recommendations to the Salaries and Remuneration Commission on remuneration, pensions, and gratuities for county public service employees on behalf of the county government.
- Policy Formulation and Review: Contribute to formulation and review of policies that strengthen institutional governance and human resource administration.
- Stakeholder Engagement: Engage with county departments, oversight institutions, and relevant stakeholders to enhance transparency, accountability, and effective communication.
- Through these duties and responsibilities, the Board Member supports the development of a competent, ethical, and results-driven public service that effectively serves the residents of Baringo County.
Qualifications for MEMBER OF THE BOARD in Kenya
- Degree
Skills & Experience for MEMBER OF THE BOARD in Kenya
- Be a Kenyan citizen.
- Be a holder of a first degree from a recognized university in Kenya.
- Have knowledge
- experience and a distinguished career of not less than five (5) years in a senior position and in management
- administration in the Public Service or Private Sector.
- A master
- Have demonstrable leadership and management capacity including knowledge of public service management and strategic people management.
- Be conversant with the Constitution of Kenya
- 2010 and Devolution Laws.
- Have ability to work in a multi
- ethnic environment with sensitivity and respect to diversity.

- Demonstrate understanding and commitment to the national values and principles of governance as outlined in the articles 10 and 232 of the Constitution of Kenya 2010.

The Vacancy number of the position being applied for MUST be indicated on the envelope and the application form. Canvassing by any candidate directly or indirectly shall lead to automatic disqualification Baringo County Government is committed to Zero tolerance to Corruption.
