The successful candidate will manage all aspects of legal services, including interpretation of legislation, legal risk management, litigation oversight, contract advisory, and compliance with statutory obligations. In addition, the Deputy Director will provide Board Secretariat services, ensuring that senior management and Board decisions are consistent with legal and governance requirements. The officer will develop proactive legal strategies to minimize disputes, oversee all ongoing litigations, and coordinate governance and compliance audits. The role also includes reviewing and updating agency policies, regulations, codes, and guidelines to ensure alignment with national legal frameworks. Responsibilities for Deputy Director, Legal Services- 1 position in Kenya

  • Provide expert legal advisory services to the Authority on all legislation affecting KeNHA, including reviewing new laws, amendments, and regulations, and interpreting their implications to ensure compliance and inform strategic decision-making.
  • Offer legal guidance on contractual and statutory obligations, ensuring that all agreements, partnerships, and procurement activities comply with national law and protect the interests of the Authority.

  • Safeguard the Authority’s interests in all legal matters, representing KeNHA in courts, tribunals, and arbitration proceedings, and liaising with appointed advocates to ensure effective litigation management.
  • Manage, monitor, and review all ongoing litigations, tracking progress, preparing legal strategies, and ensuring timely resolution of disputes to protect the Authority’s assets and reputation.
  • Provide Board and senior management secretariat services, including drafting legal briefs, preparing board papers, reviewing policy proposals, and ensuring that all decisions align with statutory and governance requirements.
  • Train and mentor staff on legal and regulatory matters, disseminating legal updates, conducting workshops, and building awareness of compliance obligations across all levels of the organization.
  • Document and maintain comprehensive records of enforcement, compliance, and legal assignments undertaken by staff, developing accountability structures and ensuring transparency in all legal operations.
  • Ensure compliance with constitutional, regulatory, and statutory obligations, including adherence to the Code of Conduct and Ethics, and proactively identifying areas of legal risk to prevent breaches.
  • Review and update the Authority’s codes, regulations, and guidelines, ensuring alignment with national and county legal frameworks, and recommending updates to improve operational efficiency and legal conformity.
  • Develop proactive and preventive legal strategies aimed at forestalling disputes, minimizing litigation risks, and ensuring the organization remains risk-aware and legally compliant.
  • Coordinate governance and compliance audits, monitoring internal controls, and recommending corrective actions to strengthen accountability, corporate governance, and adherence to best practices.
  • Initiate and oversee development of the Authority charter and operational calendar, ensuring that organizational policies, decisions, and programs are implemented effectively and in accordance with legal requirements.

  • Bachelor of Laws (LLB) from a recognized institution.
  • Master of Laws (LLM) from a recognized institution.
  • Postgraduate Diploma in Law from the Kenya School of Law.
  • Admitted as an Advocate of the High Court of Kenya with a valid practicing certificate.
  • Member in good standing of the Law Society of Kenya (LSK).
  • Member in good standing of the Institute of Certified Secretaries of Kenya.
  • Certificate in Leadership Course of at least four (4) weeks from a recognized institution.
  • Proficiency in computer applications relevant to legal and administrative functions.
