About Jaramogi Oginga Odinga Teaching and Referral HospitalJaramogi Oginga Odinga Teaching & Referral Hospital (JOOTRH) has been in existence for more than a century, having been established in the early 1900s to cater for the health needs of workers at the then port town of Kisumu. Since then it has grown to become the referral hospital serving County, Sub-county, and private hospitals in more than 10 Counties in the Western Kenya region with a population of more than 10 million people. The inception of JOOTRH was highly influenced by the high presence of malaria and other diseases in then Port Florence, which necessitated the creation of a facility to cater for the black population. Due to racial segregation, reminiscent of the colonial era, Victoria Hospital was established in 1932 to cater for the white population. The hospital, having been commissioned in 1969, has seen a lot of development by the Kenyan government, and now the county government providing more funds to improve the in-patient capacity and out-patient facilities to its present state. The Victoria Hospital was initially left to the Catholic Church by the colonial government,but later reverted to the government and is currently the amenity wing of JOOTRH.
The ICT Assistant plays a vital role in ensuring the smooth operation and maintenance of the organization’s information and communication technology systems. This position supports the ICT team by providing technical assistance, troubleshooting IT issues, and maintaining hardware, software, and network infrastructure. The ICT Assistant will work closely with staff members to resolve technical problems, provide guidance on ICT usage, and ensure that all systems are functioning efficiently and securely. This role is critical in ensuring that the organization’s daily operations are not disrupted by technical failures or network issues.
The primary responsibility of the ICT Assistant is to provide first-line support to users by addressing hardware and software issues promptly. This includes troubleshooting computer problems, fixing printer and scanner issues, resolving email and connectivity problems, and assisting staff with application usage. The ICT Assistant must respond to helpdesk requests in a timely manner and ensure that issues are resolved effectively. In addition, the ICT Assistant is responsible for setting up new computers, installing required software, and configuring devices to meet the organization’s standards. They must ensure that all devices are up-to-date with the latest software updates and security patches.
In addition to user support, the ICT Assistant is responsible for maintaining the organization’s network systems. This includes supporting Wi-Fi and LAN connectivity, monitoring network performance, and assisting with the setup and maintenance of routers, switches, and other network devices. The ICT Assistant also assists in implementing basic cybersecurity measures such as antivirus updates, password management, and access control. They will support backup and recovery processes to ensure data protection and minimize the risk of data loss.
The ICT Assistant is responsible for maintaining accurate records of ICT equipment, including inventory tracking, asset tagging, and documentation of maintenance activities. They also assist in preparing reports on ICT performance, support trends, and recurring issues. The ICT Assistant may support ICT projects such as system upgrades, software deployments, and equipment procurement. This role requires strong problem-solving skills, excellent communication, and a customer-service mindset. The ICT Assistant must be able to work under minimal supervision, manage multiple tasks, and adapt to changing priorities to support the organization’s ICT needs effectively.

They are responsible for providing reliable technical support to staff, maintaining hardware and software, and ensuring that network systems are stable and secure. Working under the guidance of the ICT Manager or IT Supervisor, the ICT Assistant supports day-to-day ICT activities and helps to resolve technical issues promptly to minimize downtime and maintain productivity.
A major responsibility is to provide first-line support to users by troubleshooting common IT problems, including computer hardware faults, software errors, email and connectivity issues, and login challenges. The ICT Assistant must respond promptly to support requests, whether raised through helpdesk tickets, email, or phone calls, and ensure that users receive clear guidance and solutions. This role involves setting up new user accounts, configuring devices, and ensuring that users have the required access to applications and systems. They should also provide basic training to staff on using software applications, printers, and other ICT equipment.
The ICT Assistant is responsible for maintaining and servicing ICT hardware, including desktop computers, laptops, printers, scanners, and other peripheral devices. This includes installing new hardware, updating existing systems, performing routine maintenance, and ensuring that devices are in good working condition. They must monitor the inventory of ICT assets, ensuring that equipment is properly tagged, documented, and tracked. In addition, the ICT Assistant helps with software installations, updates, and patch management to ensure that all systems are up to date and secure.
Network support is another key duty, as the ICT Assistant helps maintain the organization’s local area network (LAN), Wi-Fi connectivity, and internet access. They assist in troubleshooting network issues such as weak signals, slow connectivity, or router failures, and work to resolve these problems quickly to avoid disruptions. The ICT Assistant also supports the implementation of basic cybersecurity measures, including antivirus updates, password policy enforcement, and access control management. They assist in backing up critical data, ensuring that data recovery processes are in place and functional.
