Key Responsibilities
- Provide strategic leadership for the County Monitoring and Evaluation Directorate.
- Develop and implement county-wide monitoring, evaluation, and performance management strategies.
- Design comprehensive monitoring frameworks for county programs and development projects.
- Establish measurable performance indicators aligned with county strategic objectives.
- Coordinate preparation of annual monitoring and evaluation work plans.
- Lead periodic program evaluations to determine effectiveness, efficiency, relevance, sustainability, and impact.
- Supervise collection, validation, analysis, and interpretation of program performance data.
- Ensure accuracy, completeness, and integrity of monitoring information generated across county departments.
- Prepare executive performance reports for county leadership and relevant oversight institutions.
- Coordinate mid-term and end-term reviews of county development plans.
- Monitor implementation progress of county-funded projects.
- Recommend practical interventions to improve project delivery and institutional performance.
- Strengthen county reporting systems and promote evidence-based planning.
- Develop standardized monitoring tools, templates, and reporting guidelines.
- Promote the use of digital technologies for performance tracking and reporting.
- Coordinate field monitoring visits and verification exercises.
- Facilitate independent evaluations where required.
- Provide technical advice during strategic planning and budgeting processes.
- Collaborate with departmental directors to strengthen performance management.
- Support policy development using credible monitoring findings.
- Identify implementation risks and recommend appropriate mitigation measures.
- Promote accountability, transparency, and value-for-money assessments.
- Ensure compliance with applicable government regulations and reporting requirements.
- Build staff capacity through coaching, mentoring, and technical training.
- Coordinate stakeholder consultations relating to program performance.
- Maintain productive working relationships with development partners and collaborating institutions.
- Develop knowledge management systems for documenting lessons learned and best practices.
- Present monitoring findings during management meetings and technical forums.
- Prepare analytical dashboards and performance summaries for decision-makers.
- Review county performance against established strategic targets.
- Coordinate annual institutional performance assessments.
- Ensure timely submission of statutory monitoring reports.
- Support audit processes by providing accurate program performance information.
- Encourage continuous organizational learning through evaluation findings.
- Strengthen data quality assurance procedures across departments.
- Promote ethical handling of information and confidential records.
- Monitor implementation of recommendations arising from evaluations.
- Coordinate special studies, surveys, and impact assessments.
- Guide departmental performance improvement initiatives.
- Perform any other related responsibilities assigned in support of county strategic objectives.
Qualifications & Requirements
- Bachelor's degree in Monitoring and Evaluation, Economics, Statistics, Public Policy, Development Studies, Project Management, Social Sciences, Public Administration, or another relevant discipline from a recognized institution.
- A master's degree in a relevant field will be an added advantage.
- Professional certification in Monitoring and Evaluation, Project Management, Strategic Planning, Statistics, or Performance Management is desirable.
- Demonstrated understanding of public sector planning and performance management systems.
- Strong analytical, research, and quantitative reasoning skills.
- Excellent report writing and presentation abilities.
- Experience designing monitoring frameworks and logical results models.
- Knowledge of performance measurement methodologies and evaluation techniques.
- Strong data management and statistical analysis capabilities.
