Key Responsibilities
- Lead the coordination and implementation of countywide monitoring and evaluation strategies aligned with approved development priorities and institutional objectives.
- Support the preparation, review, and continuous improvement of monitoring and evaluation policies, operational guidelines, and performance management frameworks.
- Develop comprehensive key performance indicators that accurately measure outputs, outcomes, efficiency, effectiveness, and long-term impact of county programs.
- Coordinate regular monitoring visits to verify implementation progress, validate reported achievements, and identify operational challenges requiring timely intervention.
- Design standardized reporting templates that improve consistency, accuracy, and comparability of departmental performance reports.
- Prepare detailed analytical reports summarizing project achievements, implementation gaps, emerging risks, lessons learned, and strategic recommendations.
- Coordinate baseline studies, mid-term reviews, final evaluations, and impact assessments for county-funded initiatives.
- Provide technical leadership in designing monitoring methodologies, sampling approaches, evaluation tools, and data quality assurance procedures.
- Strengthen institutional capacity by coaching departmental officers on monitoring techniques, data management, reporting standards, and evidence-based planning.
- Promote effective utilization of digital monitoring systems that improve information management, reporting efficiency, and decision support.
- Collaborate with planning, finance, procurement, engineering, health, agriculture, education, infrastructure, and other departments to strengthen performance tracking.
- Review departmental work plans to ensure measurable performance indicators are incorporated during planning stages.
- Verify the accuracy, completeness, consistency, and reliability of monitoring information submitted by various implementing departments.
- Analyze quantitative and qualitative data using appropriate statistical and analytical techniques to generate actionable insights.
- Coordinate preparation of annual county monitoring reports for presentation to senior leadership and relevant oversight institutions.
- Facilitate stakeholder consultations to obtain constructive feedback on county development initiatives and service delivery outcomes.
- Ensure compliance with applicable monitoring standards, county regulations, national policies, and reporting requirements.
- Identify implementation bottlenecks affecting project delivery and recommend practical corrective measures.
- Promote institutional learning through documentation of best practices, innovation, success stories, and lessons from completed programs.
- Support preparation of presentations, briefing papers, policy notes, and management reports based on verified performance evidence.
- Participate in strategic planning sessions by providing performance analysis that informs future resource allocation decisions.
- Build productive working relationships with development partners, regulatory agencies, community representatives, and technical experts.
- Coordinate quality assurance activities to maintain high standards in data collection, validation, storage, and reporting.
- Support organizational risk management by identifying performance-related risks and recommending mitigation strategies.
- Supervise assigned staff, monitor productivity, provide mentorship, and encourage continuous professional development.
- Maintain confidentiality while handling sensitive institutional information and official evaluation findings.
- Perform any other lawful responsibilities assigned by authorized county leadership in support of organizational objectives.
Qualifications & Requirements
- Bachelor's Degree in Monitoring and Evaluation, Economics, Statistics, Development Studies, Public Policy, Project Management, Social Sciences, or another relevant discipline.
- Master's Degree in Monitoring and Evaluation, Public Administration, Development Studies, Economics, Statistics, Project Management, or a related field will be an added advantage.
- Professional certification in Monitoring and Evaluation, Project Management, Data Analytics, Results
- Based Management, or Performance Management is desirable.
