Job Description

The Meru County Government is inviting applications from experienced, highly organized, and service-oriented professionals for the position of Deputy Director of Protocol and Events. This strategic leadership role offers an opportunity to contribute to the successful planning and coordination of official county engagements while strengthening the county's public image through world-class protocol management and event execution. The successful candidate will support the development, implementation, and continuous improvement of protocol standards that guide official government functions, state ceremonies, executive meetings, diplomatic engagements, public forums, conferences, and other high-profile county events. Working closely with senior county leadership, government agencies, development partners, diplomatic representatives, and community stakeholders, the Deputy Director will ensure that every official function is conducted professionally, efficiently, and in accordance with established protocol procedures. This position requires exceptional planning skills, attention to detail, excellent interpersonal abilities, and the capacity to coordinate multiple assignments within demanding timelines. The role demands sound judgment, confidentiality, integrity, and the ability to maintain productive working relationships with diverse internal and external stakeholders. The Deputy Director of Protocol and Events will contribute to enhancing the county government's reputation by ensuring seamless coordination of official visits, dignitary receptions, executive travel arrangements, ceremonial activities, public launches, investment forums, national celebrations, and county-sponsored events. Key Responsibilities

  • Lead the planning, coordination, and execution of official county government ceremonies, conferences, launches, public functions, and special events.
  • Support the Director of Protocol and Events in implementing strategic departmental objectives and annual operational plans.
  • Develop comprehensive event schedules, operational timelines, and logistical frameworks for official engagements.
  • Coordinate protocol arrangements for county executives, visiting dignitaries, government officials, ambassadors, investors, and international delegations.
  • Ensure proper observance of national, diplomatic, and government protocol during official functions.
  • Supervise preparation of official event programs, guest seating plans, ceremonial sequences, and reception procedures.
  • Coordinate executive travel logistics, accommodation arrangements, transportation schedules, and hospitality services.
  • Liaise with national government institutions, county departments, diplomatic missions, development partners, and public agencies regarding protocol matters.
  • Oversee venue inspections and ensure facilities meet operational, safety, accessibility, and presentation requirements.
  • Coordinate event registration systems, guest accreditation, invitations, confirmations, and reception services.
  • Supervise service providers involved in catering, audiovisual production, decorations, security, branding, and event logistics.
  • Prepare detailed event budgets and monitor expenditure to ensure prudent utilization of public resources.
  • Monitor implementation of procurement requirements relating to protocol activities and event services.
  • Develop contingency plans to minimize operational risks during official functions.
  • Provide protocol advice to senior county leadership before major engagements.
  • Ensure official ceremonies comply with applicable government regulations and administrative procedures.
  • Coordinate media access arrangements in collaboration with communication and public relations teams.
  • Maintain accurate records of official visits, ceremonies, meetings, and protocol activities.
  • Prepare comprehensive reports evaluating event performance and identifying opportunities for improvement.
  • Build productive relationships with strategic partners and institutional stakeholders.
  • Support VIP reception services and ensure visitors receive professional assistance throughout official engagements.
  • Supervise protocol officers and administrative support personnel.
  • Mentor junior staff while promoting teamwork, accountability, and continuous professional development.
  • Coordinate flag arrangements, ceremonial procedures, official escorts, and state functions.
  • Ensure confidentiality when handling executive information and sensitive government matters.
  • Participate in departmental planning meetings and policy implementation initiatives.
  • Recommend improvements that enhance efficiency within protocol and event operations.
  • Monitor compliance with occupational health and safety standards during public events.
  • Coordinate emergency response procedures in collaboration with relevant authorities where necessary.
  • Ensure timely communication among all stakeholders before, during, and after official events.
  • Promote customer-focused service delivery and positive stakeholder experiences.
  • Maintain high standards of professionalism, integrity, courtesy, and institutional representation.
  • Support innovation through adoption of modern event management practices and digital coordination tools.
  • Perform any additional responsibilities assigned by authorized county leadership in line with the objectives of the department.

Qualifications & Requirements

  • Bachelor's degree in public administration, International Relations, Hospitality Management, Public Relations, Communication, Business Administration, Event Management, Political Science, Social Sciences, or another relevant discipline from a recognized institution.
  • A master's degree in a relevant field will be an added advantage.
