The Central Bank of Kenya (CBK) is inviting applications for the position of Head Statistics and Library Services (Deputy Director) – Research Department, a senior leadership opportunity for an accomplished statistics, economics, data governance, and research management professional. This role provides strategic direction for the Bank’s statistical systems, research data governance framework, institutional knowledge management, and library modernization agenda. The successful candidate will lead a highly specialized division responsible for producing reliable macroeconomic statistics, managing research databases, coordinating statistical publications, and strengthening collaboration with national, regional, and international data-producing institutions.
The Deputy Director will provide leadership in developing and implementing policies that enhance the quality, integrity, accessibility, security, and governance of research data across the Bank. The position will oversee statistical compilation processes, promote internationally recognized methodologies, and ensure that data produced by the Research Department supports sound monetary policy, financial stability analysis, and evidence-based economic decision-making. The role also includes responsibility for overseeing the Bank’s library services, digital knowledge resources, and information management systems across headquarters and branch operations.
The successful candidate will champion innovation in data management by supporting automation initiatives, enterprise data integration, and modernization of statistical production processes. The position requires close collaboration with the Bank’s Central Data Office and other key departments to strengthen institutional data governance standards and improve operational efficiency. In addition, the Deputy Director will represent the Research Department in technical engagements involving government agencies, regional integration bodies, international organizations, and statistical working groups focused on improving data quality, harmonization of methodologies, and statistical capacity development.

Key Responsibilities
- Provide strategic leadership for the Statistics and Library Services Division and align divisional objectives with the Research Department and CBK strategic priorities.
- Develop policies and frameworks governing statistical data collection, compilation, storage, dissemination, security, accessibility, and long-term preservation.
- Ensure production of accurate, timely, relevant, reliable, and internationally comparable macroeconomic statistics for policy analysis and decision-making.
- Oversee data governance standards and coordinate implementation of enterprise-wide research data management practices.
- Collaborate with the Central Data Office to strengthen data quality, governance controls, metadata standards, and centralized data management systems.
- Lead automation and modernization initiatives for statistical compilation, data processing, reporting, and information management workflows.
- Ensure compliance with internationally accepted statistical methodologies, classifications, concepts, and compilation standards.
- Direct preparation and publication of Statistical Bulletins, Monthly Economic Indicators, website time-series databases, and other institutional statistical reports.
- Authorize statistical outputs used in departmental publications, policy analysis, research reports, and institutional reporting documents.
- Coordinate economic surveys undertaken by the Bank and strengthen survey design, implementation, quality assurance, and methodological consistency.
- Ensure compliance with data reporting obligations to national, regional, and international organizations.
- Build collaborative partnerships with KNBS, KRA, the National Treasury, and other macroeconomic data-producing institutions.
- Represent the Research Department in national, regional, and international statistical forums and technical working groups.
- Promote harmonization of statistical definitions, methodologies, classifications, and reporting standards across collaborating institutions.
- Support national statistical development initiatives and regional integration programs involving macroeconomic and financial statistics.
- Provide leadership in modernization of the Bank’s library systems, digital repositories, archival resources, and knowledge management services.
- Oversee management of library operations across headquarters and branch networks and improve information access services.
- Develop and implement divisional budgets, operational plans, resource allocation strategies, and performance management frameworks.
- Maintain business continuity arrangements for statistical production, data management systems, and library operations.
- Mentor technical staff, strengthen professional capacity, support succession planning, and foster a culture of excellence and innovation.
- Ensure compliance with Bank policies, governance standards, risk management requirements, internal controls, and performance accountability processes.
