Job Description
Key Responsibilities
- Provide comprehensive legal advice to program managers, senior leadership, and operational teams on matters involving international law, institutional governance, environmental agreements, administrative regulations, contractual obligations, and organizational policies.
- Conduct detailed legal research using international treaties, conventions, United Nations regulations, jurisprudence, and comparative legal authorities to support informed decision-making.
- Draft, review, negotiate, and finalize a wide range of legal documents including cooperation agreements, partnership arrangements, memoranda of understanding, grant agreements, procurement contracts, confidentiality agreements, and legal opinions.
- Examine legal implications of new initiatives, projects, and operational activities to identify potential risks and recommend practical mitigation strategies.
- Prepare accurate legal memoranda, briefing notes, analytical reports, presentations, and background papers for senior management and governing bodies.
- Interpret applicable United Nations rules, regulations, administrative issuances, and internal policies to ensure organizational compliance.
- Support negotiations with governments, international organizations, development partners, financial institutions, and external legal representatives while protecting UNEP's legal interests.
- Provide legal guidance relating to privileges and immunities, institutional governance, host country agreements, dispute resolution, and regulatory compliance.
- Monitor developments in international environmental law, public international law, and administrative law to assess their relevance to UNEP program and operations.
- Participate in multidisciplinary working groups by providing legal perspectives during program design, policy development, and strategic planning exercises.
- Review procurement documentation and contractual arrangements to ensure legal accuracy and consistency with applicable regulations.
- Contribute to the preparation of governing body documentation requiring legal validation before submission.
- Assist with dispute prevention, conflict resolution, claims management, and legal risk assessments involving organizational activities.
- Develop practical legal guidance, templates, and standard operating procedures that improve institutional efficiency and legal consistency.
- Deliver legal awareness sessions, workshops, and advisory briefings to strengthen legal knowledge across departments.
- Coordinate with external counsel when specialized legal expertise or litigation support is required.
- Maintain accurate legal records, confidential files, contract repositories, and documentation supporting organizational accountability.
- Ensure all legal work demonstrates the highest standards of professional ethics, impartiality, confidentiality, transparency, and technical excellence.
- Support organizational initiatives promoting environmental governance, sustainable development, and international cooperation through sound legal advice.
- Perform additional professional legal assignments consistent with the responsibilities of an internationally recruited Legal Officer within the United Nations system.
Qualifications & Requirements
- Advanced university degree (master's degree or equivalent) in Law, International Law, Environmental Law, Public International Law, or a closely related legal discipline.
- A first
- level university degree combined with additional qualifying professional experience may be considered where applicable under United Nations recruitment standards.
- Demonstrated knowledge of international legal principles, treaty law, institutional governance, and public international organizations.
- Strong legal drafting, legal interpretation, negotiation, and analytical reasoning skills.
- Excellent research abilities with experience interpreting complex legal instruments.
- Ability to prepare accurate, well
- structured, and persuasive legal opinions.
- Strong understanding of governance, compliance, accountability, and regulatory frameworks.
- Excellent written and spoken English communication skills.
- Knowledge of another official United Nations language is considered an advantage.
- Outstanding interpersonal skills with the ability to work effectively in multicultural environments.
- Sound judgment, discretion, integrity, and commitment to professional ethics.
- Strong organizational, planning, and time management capabilities.
- Ability to manage competing priorities while maintaining exceptional attention to detail.
- High level of proficiency in Microsoft Office applications and legal research resources.
- Demonstrated ability to collaborate across multidisciplinary and international teams.
