Job Description

The Capital Markets Authority (CMA) is seeking an accomplished and visionary professional to join its executive leadership team as Deputy Director-Commodities (Grade 3). The successful candidate will provide executive oversight for initiatives supporting the development, supervision, and sustainable expansion of commodities markets, virtual asset ecosystems, and carbon credit markets through progressive policy formulation, market intelligence, institutional collaboration, and regulatory innovation. Working directly under the guidance of the Chief Executive Officer, the Deputy Director will champion initiatives that strengthen market integrity, enhance investor confidence, encourage responsible innovation, and promote transparent market participation. The role requires an experienced leader capable of translating complex economic and financial developments into practical regulatory solutions that balance market growth with effective oversight. The successful candidate will collaborate with government agencies, financial institutions, development organizations, private sector stakeholders, industry associations, and international regulatory bodies to position Kenya as a competitive destination for emerging investment markets. This position also carries responsibility for directing multidisciplinary teams, overseeing departmental planning, driving research initiatives, managing strategic projects, and ensuring regulatory frameworks remain responsive to rapidly changing global financial environments. The Deputy Director will contribute to high-level organizational planning by providing expert guidance on market development priorities, institutional performance, governance standards, and operational efficiency. Key Responsibilities

  • Provide executive leadership for the strategic growth, regulation, and long-term sustainability of Kenya's commodities, virtual assets, and carbon credit markets.
  • Direct stakeholder engagement initiatives involving public institutions, private sector organizations, industry associations, development partners, and international regulatory agencies.
  • Lead comprehensive market studies that identify opportunities, emerging trends, regulatory challenges, and potential investment risks affecting evolving financial markets.
  • Develop strategic policy recommendations supporting efficient, transparent, and competitive market ecosystems.
  • Oversee the formulation, implementation, monitoring, and periodic review of regulatory frameworks governing specialized market segments.
  • Guide departmental research projects that strengthen evidence-based policy development and informed regulatory decision-making.
  • Supervise initiatives supporting standardized market contracts and other regulatory instruments that improve market operations.
  • Direct market intelligence programmes focusing on pricing behaviour, supply and demand patterns, investment activity, and economic performance indicators.
  • Recommend practical strategies that increase market participation, investor confidence, innovation, and sustainable sector growth.
  • Coordinate executive-level consultations that promote collaboration between regulatory authorities and industry stakeholders.
  • Lead organizational capacity-building programmes aimed at strengthening technical competencies across regulated market sectors.
  • Ensure departmental operations align with corporate strategy, annual performance targets, governance standards, and institutional objectives.
  • Oversee departmental budgeting, procurement planning, resource allocation, and financial accountability processes.
  • Monitor departmental compliance with applicable legislation, regulatory obligations, internal policies, and governance requirements.
  • Provide technical guidance during institutional projects requiring specialized regulatory expertise.
  • Support enterprise-wide strategic planning through participation in executive management forums and cross-functional committees.
  • Mentor senior professionals while promoting high-performance culture, accountability, innovation, and continuous improvement.
  • Strengthen institutional partnerships supporting knowledge exchange, policy coordination, and market modernization.
  • Prepare executive reports, strategic recommendations, and performance updates for senior leadership and governing bodies.
  • Represent the Authority at national, regional, and international engagements involving commodities, virtual assets, sustainable finance, and capital market development.

Qualifications & Requirements

  • Master's degree in Economics, Agricultural Economics, Agribusiness Management, Finance, Statistics, Engineering, Business Law, or another closely related discipline from a recognized institution.
  • Bachelor's degree in Economics, Agricultural Economics, Agribusiness Management, Finance, Statistics, Engineering, Business Law, or an equivalent qualification from a recognized institution.
  • Leadership course lasting a minimum of four weeks from a recognized institution.
  • Membership in a relevant professional body where applicable.
  • Valid professional practicing license where required.
  • Strong computer literacy with proficiency in modern office applications and digital productivity tools.
